February 21,, <br />TOO City council <br />FM M: city Mamger <br />School closings <br />Attached is a letter from Superintendent Nielsen outlining the wst recent <br />decisions relating to school closings in the district* In addition, <br />Dr. Nielsen has indicated the fo l lowing : <br />1. Where has been no decision made on whether the Ike Owasso School <br />will be sold or leased when the current activities are to <br />Fairview. A decision could be made in the next few mnths. <br />2. Thy has been no final decision made on whether to sell or retain <br />the 76 acre vacant parcel in the northeast portion of the City, <br />The district is currently studying the possibility of selling a <br />portion and retaining a portion of the property. <br />3. Again, i , no Final decs ion - has been rra de but there is a. possibility <br />that another elennentary school in the district (not necessarily in <br />Roseville) may be closed at the end of 1982 - 83 or 1983 - 84 school <br />yam' <br />The closing of schools, leasing of _school buildings for other uses, and <br />sale of school district property are currently inportant issues in the city <br />of Roseville. As we enter this time of change in the school district, there <br />are several areas which the Council -'nay desire to revi . <br />1 * Mt. Oahlgren has indicated that the use of closed school buildings <br />for cnmmmity related purposes, including day care centers f elderly <br />programs, and a wide variety of s lar ccmnmity oriented programs <br />is very appropriate in his opinion. Our present zoning ordinance, <br />however, doss not rmke a clear distinction between such public oriented <br />cormunity programs, and others that may not qualify. The R-1 single <br />family zone ( all school prpperty is zoned R-1) includes as a petted <br />use "churches, convents, libraries, city buildings, and s =lar public <br />uses " . Me tp.= "s=l " lar public uses' is open to possible misi..ntre- <br />pretat ion or misunderstanding and, therefore,, could be more clearly <br />defined. <br />Mr. Ihlgren also indicates that the council may des ire to allow a <br />distinction between the uses that are permitted in buildings owned by <br />the public (city or school district) vs buildings owned by private <br />parties. <br />2. If the school district decides to sell school buildings and property, <br />there may be a need for utility and/or drainage and ponding easements. <br />For exampleF the NbCa = ns School property proposed to be sold at the <br />end of this school year includes a storm drainage pond, which is . needed <br />by the City. At present there are no easements on that ponding area. <br />3, If the school district decides to sell school buildings and property, <br />there may also be a need for open space. For example, if the district <br />decides to sell all or a portion of the 76 acres in the northeast portion <br />of the City,, there would be a need for additional park property. The <br />city did own a park in that area which was sold to the school district <br />incorporated ncorporated as part of the school property. <br />
