The site plan also proposes to move the proposed <br />parking area slightly to the east so as to retain more of the existing <br />pine trees on the westerly portion of the site. <br />4. The applicant also agrees to dedicate 16�.feet of the westerly portion <br />of the lot for right-of-way for Lexington Avenue. The County i's <br />currently negotiating to acquire this right -of -way as a part of <br />the Lexington Avenue improvement project. The site plan also indicates <br />the proposed construction of sidewalks, Which are required by <br />Ordinance by the city of Roseville on- new commercial, industrial, <br />or multiple dwelling sites. Though in this case, a new structure is <br />not proposed, the development of the parking lot, is construed to be <br />development of the land, and is therefore included in the applicant's <br />proposal. <br />J <br />5. our greatest concern is that the policy of restricting the commer- <br />cialization of Lexington Avenue that the city has been following for <br />many years be continued, Thus, the question as to whether or not <br />this action constitutes a final extension of commercial activity <br />northerly along this side of Lexington Avenue should be a principal <br />Planning Commission consideration. If the Planning commission and <br />Council feel that the restrictions proposed will permanently prevent <br />the furtherance of commercial strip development in this area, this <br />proposal has merit. we are advised that the normal effective life of <br />a deed restriction (unless other provisions are made) is 30 years. <br />The alternatives to the proposed use would be to retain the existing <br />house as a single family residence or perhaps add a second unit to <br />the house (or possibly two) on the west side thereby, more effectively <br />utilizing the land for residential. purposes <br />
