REQUEST FOR COUNCIL ACTION AGENDA SECTION - Pond r t s and Recommendations ORIGINATING aM PIT / DEV. ; i- Ramsey County "91 1 Plan Po 1 ice MTWG Nov, 1 9 1979 nATE 0 Orz R'T_ H M-GR_ REVIEWED/ RECOMMENDS Since 1 976 Staff has been active with the Ramsey County 911 Planning CDrrni ttea, The purpose of the corraittee was to p7 an a 911 system for all of Ramsey -Unty i ri njunction with the total seven county metro area as mandated by the Legislature. 911 is a three digit number~ that is used in 7 i nu of a seven digit number for calling public safety emergency services, The purpose of 911 therefore was to make a universal telephone number that the majority of the public would reme bear instead-of having to remember a different phone number for ever,y public safety agency. In Ramsey Ciounty there are, and are projected for in 911, fDu r public safety answering points: St. Paul Police and Fire, Maplewood Public Safety, White Bear Pal f ce and Fire and Ramsey County Sheriff's Dispatch. Currently, and in the 911 plans Roseville Police emergencies will bE� routed tD Ramsey County. This will be done by telephone exchanges with a system known as autcyrat i c numbering identification, Wi thcut going into a lot of technical detail, it appears this is a workable one for the residents idents of Roseville. The Fire Department is suggesting that on 911 calls for fire emar gent i es the Ramsey County Dispatcher will receive those calls and In turn call the Fire Department Dispatcher. Tho Fire Depar t.ment Di spatcber would thep dispatch the Fire Department. It appears that L i 1 Ramsey County dispatching service became s a more efficient operation this is the on 7y alternative for~ the Fire Department. The proposed Ramsey County 911 plan i s for all practical cal purposes a workable plan for the City of Roseville at this point in time. If at a future date however-, Roseville decided to create its Dwn dispatch center :, nothing would prevent it, except cost. In the current p7 a-n all initial cost will he through a funding source with no projected start -up costs for the City of Roseville. Future dispatch centers wou 1 d have to seek their, own funding. At this time it does nat appear financially sound to do anything but continue with the Ramsey County Sheriff's Dispatching . Attached Is a resa l uti ors that the County is r Equesti ng the Council adopt. The ' Purpose of the resolution is to approve the plan (which was previously sent to ynu) as currently proposed. State law requires that the County have the plan adopted by December 16, 1979. Staff is recommending that the Resolution attached be adapted and sent to Ramsey County as requested.
