Joint Power~ Agreement Interagency Special Investigations qa d <br />Ll <br />The greatest deficiency that any law enforcement agency has in the conduct of a major <br />case Investigation i s nut a lack of expertise, hW t r"atfier it is a lack of available manpower. <br />A large ge nunber~ of individuals are usually r equ i r Ed to thoroughly investigate all of the leads <br />in a major case, thus placing extreme burden upon the effective operation o f the department. <br />Very few departments have the luxury of sufficient manpower in order~ to he able to s imu 1 tan - <br />ecusly investigate a major case to provide adequate police protection of service to the <br />community at the same time. In the event of a major investigation, the police executive <br />faces a d i 1 ema in m. a k i ng a t r~ad e- o f f be twos n the general op era t i on of the department and <br />the continued Investigation of the case <br />The Inter Agency Special Investigation Squad (ISIS) is a couper,a tI ve, multi-jurisdictional <br />project designed to supplement the resource neEd s of a law enforcement agency in the i nvesti - <br />gat ion of a single r a j or cri -ime or a s er i e� of similar, major crimes, Under the ISIS approach, <br />in the event of a major crime, member police agencies would provide manpower and equipment to <br />the requesting agency in order, to facilitate the investigation and to avoid placing an <br />excessive h u rd upon manpower and equipment resources o f any member department, With the <br />assistance of the squad, a department could tha rcughl y investigate the case and still maintain <br />i tS 113cai police servicEs to the cumnityr <br />ISIS is to be implemented a s a project on a limited basis , with 10 to 20 metropolitan <br />communities participating in the initial effort, There is no intent cf' e p ding C i t funds <br />-h�i fir , . pt t#� usual t� �� fl n r' a11Y found in any major, i nvest i gati ion <br />I�L dues provide for the squad to apply for grants should they be needed. It is the opinion of <br />the City Attorney's of most member cities, that a joint powers agreement is needed for such a <br />venture. <br />Attached is a joint powers agr eament for the Council's cons i der atin n t The City Attorney <br />has reviewed t b i s joint p owern agreement and fInds it in order. <br />Council action requested, <br />Mct i on adopting the attached resolution authorizing the Mayor are City <br />Manager to enter into a joint powers agreement for the Inter, Agerric <br />Special Investigative Squad. <br />
