5 September 1979 <br />PLANNING REPORT <br />CASH NUMBER: 1213-79 <br />APPLICANT: Sam Cave <br />LOCATION: North of County Road S -2, East of Fairview <br />Avenue (see sketch) <br />ACTION REQUESTED: rezoning from R -1 to R-2, from R -i to R -4 <br />Approval of Prelim' ina.ry Plat <br />Special Use Permit for PUD <br />PLANN I O CONSIDERATIONS <br />14 Sam Cave owns six single family residential lots in Fairview Hills, and a <br />f ive acre tract on the north side of Fairview Hi 1 l s ( south of the lots <br />fronting on Oakcrest Avenue). These lots and the five acre tract are shown <br />on the section reap attached to this report. Sam proposes to replat the <br />existing lots and the five acre tract into a mixture of single family homes, <br />duplexes, and a set of six townhouses on the property fronting on Fairview <br />Avenue. A copy of the attached plat overlayed on are air photo is attached <br />to this report. you will notice the plat proposes the extension of Wheeler <br />Street ;7 northerly to Oakcrest Avenue. If the land is to to platted for <br />residential purposes, it is strongly recommended that Wheeler Street be <br />extended north to Oakcrest through the three dots that are owned by the <br />City on the south side of Oakcrest. If this is not done, the entire area <br />becomes a. cud.--- de- -sa.c. It is of course, a cud-de -sac today, but we feel <br />that if this lard is to . be totally deve loped , it is important that there be <br />at least two means of access to this area, You will note the location <br />of the proposed duplexes on the easterly side of the tract contiguous to <br />the commercial property north of Rosedale center and two duplexes between <br />Brooks Avenue, west of Wheeler Street. We suggest the case for putting <br />duplexes on the property are probably stronger on the easterly side of the <br />tract ( contiguous to the commercial) rather than the , two duplex lots ( four <br />units) on Brooks Avenue. The proposal to rezone to R-4 and develop two <br />.townhouse structures of three units each (plan attached) off Fairview is <br />done with the intention of cutting down the number of driveways onto Fairview <br />itself, you are aware that the land across Fairview to the west is zoned <br />industrial. <br />2. The total development would consist of nine single family lots, seven duplex <br />structures (14 units) and six townhouse units in the proposed R-4, , Townhouse <br />District area off Fairview, <br />3. A strong case can be made for the entire area being developed commercial <br />rather than residential. The residents in this area residing in the 18 <br />existing homes have met frequently and have made some form of arrangements <br />ire the past to have the land redeveloped for commercial purposes. we have <br />
