3 October 1979
PLANNING REPORT
CASE NUMBER: 1227 -79
APPLICANT: Midway. Ford Company
LOCATION: West Side of Snelling Avenue, North
of County Road C
ACTION REQUESTED: Approval of Variance to Fence Heights
PLANNING CONSIDERATIONS:
T
I. The propert' in question is the Midway Ford site, recently constructed on
the west side of Snelling Avenue (originally a portion of the old. Glue
Farm Number 2) . - Representatives of the Midway Ford Company have
.indicated to the staff that they are experiencing a really serious
problem of vandalism to some of the many cars that are parked on the site.
Representatives of the company, including Mark Mas tee., will be able to'-tell
the Commission and Council first hared the mature and extent of these
damages. They indicate that the situation is so serious that theY have
decided to bbild a seven foot high chain link fence around the entire
property,
2. The ordinance allows fences up to 3 feet high anywhere on a lot
(residential or business) and up to six foot high any place, on the lot
except in the required front yard (3 o feet contiguous to the service roe ad
in this case) . 'The Midway Ford people are therefore asking for a variance
to allow the construction of a seven foot fence on the property lime
surrounding the site. A total of four gates would be provided., one for
each of the access roads to the site.
3. Discussing this with Midway Ford representatives, we have suggested the
possibility of enclosing the entire site except for that portion immediately
between the highway and the principal structure. This was suggested with
the intent that this might-leave a more attracti
i ve appearance for the
structure itself * The Midway Ford people note, however, that some of their
most serious damage has occurred to the vehicles paned immediately in
front of the building. We sympathize with the Midway Ford people in
s e eying a solution to their very serious problem but we are concerned
about the aesthetic appearance of the structure and any negative impact
that might have on their business success ( and appearance to the
community) . We have found, in examining other suburban car dealerships
in the area that the fencing of the rear parking and storage area ' i s not
un coon ., We were not able to find one , however, where they had
fenc6d the entire site along the property line. We are genuinely concerned
about the potential negative results of a chain link fence con8tructed
between the building and the roadway,
