PLANNING REPORT <br />CASE NUMBER: 1229-79 <br />APPLICANT. David Burroff <br />LOCATION: Northwest Cornek of Minnesota and <br />Rice Street <br />ACTION REQUESTED: Approval of Variance to Side Yard <br />and Front Yard Setback <br />PLANNING CONSIDERATIONS: <br />2. The variance requested would allow for the placement of the dining car <br />contiguous to the building Qn the north side as indicated in the attached <br />site plan. This car would be 16 feet from the right-of-way., Its location <br />is a substantial distance away from the corner (of Rice Street and Woodbridge <br />Street) and will not impair the traffic line of sight at this intersection. <br />Thus, it would appear that the granting of the variance for this purpose <br />would not adversely affect the site. As you know, parking would- ordinarily <br />be allowed within 16 feet of this right-of-way. <br />3, Attached is a copy of a statement from the applicant generally describing <br />their proposal, including the possible deployment of an old locomotive <br />and caboose on the east side of the property. On this side, the <br />parking is held back 18 feet from the Rice Street right-of-way <br />(minimum 15 feet required). within this 18 feet they propose the <br />possibility of placing an old locomotive and caboose for v1sua1 effect only <br />Considering these as structures, the required setback would ordinarily <br />be 30 feet. The applicant is requesting a five foot setback. Again, <br />the location is such that it would not hinder the line of sight <br />visibility at the intersection itself. The Planning Commission and <br />Council may wish to question the applicant further regarding the <br />likelihood of their being able to obtain a locomotive and 'what the scale <br />
