Comis, sio'n or Committee choose not to seek reappointment, or should the Council determine that the''member does not meriat reappointment,', or other vacancy exist, the CoLuicil shall publicly armounce that they will accept appli- .cations from'all interested citizens, In making all appointments,' council members shall keep in mind the need for women to serve in Rosevill e- Government and make a serious attenpt to increase their representato its Boards ComTdssions -ion on 9 and Committees.
