The increase in Dutch Elm Disease and Oak Wilt in the last few years. has <br />resulted in large numbers of citizens becoming involved with tree removal <br />contractors. The current city code, however, does not require that such <br />contractors be licensed or carry insurance, The homeowner, therefore, has <br />no protection in the event unreliabl e' contractors work for them., <br />The underbidding of the city's tree-removal contractors by outside tree- <br />removal companies and Individuals, who are not required to carry a city <br />contractors license or provide any liability insurance, has become a <br />problem area. This process has created problems with- our diseased tree <br />program an-d the contractors who were awarded our city tree contracts, <br />To correct this situation it is necessary to amend the city code so tree <br />removal contractors are included in the licensing section.. <br />The code department has checked with some other suburbs and several have <br />insurance. limits in this magnitude, <br />I feel this discrepancy should not exi 0 ' st as the work performed by these <br />contractors carries essentially the same degree of hazard potential, <br />RECOMMENDED ACTION: Authorization for the attorney to amend the city <br />code in Section 33 by- adding tree removal contractorr.: <br />to the list of co'ntractors requiring licenses and <br />increasing the insurance requirement of all licensed <br />
