<br />ORDINANCE NO. 1319 <br /> <br />PROPOSED AMENDMENT <br />TO <br />CITY OF ROSEVILLE CODE <br /> <br />AN ORDINANCE AMENDING TITLE THREE, SECTION 311.12 <br />PAWNBROKERS AND PRECIOUS METAL DEALERS <br /> <br />THE CITY OF ROSEVILLE ORDAINS: <br /> <br />SECTION 1: Section 311.12 of the Roseville City Code is amended to read as <br />follows: <br /> <br />311.12: PROHIBITED ACTS: <br /> <br />A. <br /> <br />~ <br /> <br />B. <br /> <br />No pawnbroker or precious metal dealer 'I:lj3Bflunder this chapter shall: <br />1. Lend money on a pledge at a rate of interest above that allowed by law; <br />2. Possess stolen goods; <br />3. Sell pledged goods before the time to redeem has expired; <br />4. Refuse to disclose to the pledger, after having sold pledged goods, the <br />name of the purchaser or the price for which the item sold; <br />5. Make a loan on a pledge to a minor or purchase property from a minor~ <br />6. Accept for pawn, sale or consignment any article or property if the <br />article or property belongs to another, or if another person has a security <br />interest in the property. <br />7. Receive any article or property from a person of unsound mind or an <br />intoxicated person. <br />No precious metal dealer licensed under this chapter shallNo person shall: <br />1. Possess stolen goods Pawn, pledge, selL assign, lease or deposit with a <br />pawnbroker or previous metal dealer any article of property not their <br />own, or any article of property in which another person has a security <br />interest; <br />2. Purchase property from a minor. (Ord. 1275, 11 18 2002) Give false or <br />fictitious name, date of birth, address, telephone number, or <br />identification card to a pawnbroker or precious metal dealer. <br /> <br />SECTION 2: Effective Date. This ordinance shall take effect upon its passage <br />and publication. <br /> <br />Passed by the City Council of the City of Roseville this 25th day of April, 2005. <br />
