r
6 June 1979
PLANNING REPORT
CASE NUMBER.-
APPLICANT:
LOCATION:
ACTION REQUESTED:
y
PLANNING CONSIDERATIONS:
1195 -79
James House
Northwest Corner of County Road B-2
and Rice Stroet
Special Use Permit for Take -Out Food
Services
Planned Una.t Development
Approval of Pre limina.ry plat
Variance to Sign setback Requirements
l The property an question is part of the old Kath property, which has been
sold to Ur, House* They propose at this time to plat the ]and into five
lots, with a private road connecting the parking areas through the center
between County Road B-2 and Transit Avenue. All of the land is zoned B-2
with a► portion of the land, 150 feet by 300 feet at -the corner of County
Road B -2 and HiCe having been zoned B -3. The existing service station
and the structure to the north at this corner (on the B-3. land) will be
removed. The plat proposes an additional dedication of 17 feet along
Rice Street requested t11 1.- i We see no problems s lf 1 th the plat
except that there should be drainage easements on each lot line, private
roadway and an easement to elevation 952 on the pond. This is the
same elevation for ponding easement that was approved as a part of the
recently approved plat for duplexes on the north side of the pond.
2. The development proposed at this time relates to Lot 3 of the plat which
is a parcel 202 feet (frontage on Rice Street) by 288 feet ( eas t,west
dimension on County Road B -2) . This parcel is proposed to be developed
immediately for a pair of restaurants consisting of a "Mr. Donut" slop
and a "Gazebo" restaurant. Each of these wi11 have take -cut services
which requires a special Use Permit in the B -2 and B -3 Zones.
3. The development proposed is imaginative and unique inasmuch as the pair
of restaurants will share an outdoor patio area. This concept recognizes
the validity of restaurants being in groups rather than an isolated
location as has been well demonstrated by the development o f the
restaurant complex hest of Rosedale that was promoted by the City.
4. The design, has been prepared by Dick Larsen, architect, for the applicant
who has submitted a well detailed site plan for the project. Attached
is a reduced copy of the site plan as proposed.
