20 July 1979 <br />MEMORANDUM <br />HOWARD DAHLGREN ASSOCIATES <br />114CORPORATEa <br />CONSULTING PLANNERS <br />ONE GROVELAND TERRACE <br />MINNEAPOLISAV MINNESOTA 55403 <br />612-377-3536 <br />To: Roseville city Council and Planning Commission <br />RE: Amendments to the Roseville Comprehensive Plan, Part 11 Lard <br />Use Plan <br />Following are the proposed amendments to-the Land Use Plan based on <br />the discussions of the Planning commission and City council to date: <br />Page 5 Kidd the following general policy after No. 7 <br />'Encourage the use of energy saving devices and <br />energy efficient buildings and construction <br />techniques. <br />Page 10 Add the following at the end of Section F , Transportation <br />Policies: <br />Encourage provisions for bicycle movement and <br />storage in aft + areas for pub 1 is ' accommodation e <br />Page lg Add the following to the end of the second paragraph <br />under 2, Bicycle <br />The City will encourage provisions for bicycle <br />movement and storage at activity modes and <br />commercial and employment facilities to promote <br />bicycle use,. <br />Page 20 Delete the second paragraph and add the following under <br />3, Mass Transit: <br />Bus service is currently available to the core areas <br />of Minneapolis and saint Pauli There is a need for <br />additional bus service andor other mass transit <br />systems to provide for better infra -city transportation <br />and connecting service to the Metropolitan system. <br />The most effective way to encourage additional <br />transportation service is by increasing ridership <br />one way the City could help encourage people to use <br />mass transit is by encouraging additional park and <br />ride facilities.
