<br />City Council Regular Meeting - 04/25/05 <br />Minutes - Page 23 <br /> <br />represent the City of Roseville, not the developer. <br /> <br />Tim Callaghan, 3062 Shorewood Lane <br />l) Mr. Callaghan questioned the costs of environmental clean <br />up and how and where they were reflected in the property <br />acquisition; <br />2) Mr. Callaghan questioned who was the authority to <br />determine whether the redevelopment value fell below <br />90% of that projected, and whether if the City Council was <br />that authority if it would be under open Public Hearing <br />circumstances; <br />3) Mr. Callaghan questioned the availability of attachments <br />on the website as indicated on the final term sheet. <br /> <br />Mr. Welsch directed Mr. Callaghan as to where to find the <br />attachments on the web site for his review. <br /> <br />Mr. Callaghan concluded his comments by suggesting that, given <br />the magnitude of the project, the City Council consider putting <br />the project to a vote at this fall's election and let the people <br />speak, rather than continuing with 3/2 Council votes. <br /> <br />Discussion ensued related to state statute provisions for general <br />ballot questions, with City Attorney Squires detailing statute <br />related to Statutory B cities, such as Roseville. <br /> <br />Terry Moses, 1776 Maple Lane <br />Mr. Moses suggested that private donations be used to fund an <br />Advisory Vote on the fall ballot. <br /> <br />City Attorney Squires opined that, as long as public funds <br />weren't used, that would be appropriate for the City to consider, <br />but would be advisory, not binding on the City Council. <br /> <br />Mr. Moses spoke to code regarding park dedication fees and the <br />intent of the code for typical developments where the developer <br />wasn't seeking concessions from the City; opining that the code <br />shouldn't be applicable in this case given the complexities and <br />concessions being requested of the City by the developer. <br /> <br />Mr. Moses concurred with the opinions expressed during public <br />
