<br />City Council Regular Meeting - 04/25/05 <br />Minutes - Page 4 <br /> <br />pathway construction along South Owasso <br />Boulevard as part of the proposed and upcoming <br />improvements. <br /> <br />Mayor Klausing advised that the City Council had <br />reviewed the preliminary plans that included a pathway <br />portion. <br /> <br />City Manager Beets confirmed that a pathway was <br />proposed along the entire reconstructed South Owasso <br />Boulevard from Rice to Dale Streets; pending final <br />approval from and final bid award by the City Council; <br />with the project proposed for completion in 2006. <br /> <br />Kristen Sando, Langton Lake Area Resident <br />Ms. Sando demonstrated her opposition to the proposed <br />Twin Lakes Redevelopment Project and use of public <br />monies for private developers with a silver platter and <br />several personal illustrations of the better use of public <br />funds for safety services and programs. <br /> <br />Sheila Cunningham-McComb, 3092 Mt. Ridge Rd. N <br />Ms. Cunningham-McComb provided an overhead <br />illustrating wage comparisons and economic impacts on <br />neighborhoods, families and the City of Roseville; <br />encouraging the City Council to think about their vision <br />from the standpoint as a citizen and analysis of cost- <br />benefits versus risks related to strategic planning. Ms. <br />Cunningham- McComb used a recent Roseville Review <br />article quoting Councilmember Maschka that "Roseville is <br />Retail;" and encouraged the Council to see Roseville from <br />a different perspective such as park and recreation <br />amenities as being more vital than "big box" retail. Ms. <br />Cunningham-McComb recognized the complexity of the <br />Twin Lakes issue, but opined that the vision came from the <br />developer, not the Roseville City Councilor citizens; <br />further opining that the developer should have followed the <br />Master Plan as set forth by the community. Ms. <br />Cunningham-McComb concluded that the developer's <br />short-term and long-term vision should be in partnership <br />with the community, and further opined that a "big box" <br />
