<br />City Council Study Session - 03/21/05 <br />Minutes - Page 2 <br /> <br />City Manager Beets noted that a resident had requested to speak <br />regarding Agenda Item 5 entitled, "Further Briefing about a <br />Proposed Ordinance Amending the Roseville City Code relating <br />to Animal Control (Dangerous Animal Ordinance from 2/14/05 <br />Council Meeting);" but would not be arriving until <br />approximately 8:30 p.m. City Manager Beets requested that the <br />item not be considered until her arrival. Councilmembers <br />concurred. <br /> <br />There were no further amendments to the agenda. <br /> <br />1. Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the about City Issues <br />audience on any non-agenda items. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn advised Councilmembers and the public of <br />the availability of recent OVAL Task Force meetings for <br />viewing via the internet through an independent, non- <br />government source. Mr. Kysylyczyn opined that the <br />OVAL had been a continuing losing venture for Roseville <br />taxpayers, and a drain on the City's budget, and encouraged <br />public awareness of the issues related to the OVAL. <br /> <br />Mr. Kysylyczyn provided his perception of the <br />appointment process for Planning Commission Chairs and <br />provided a historical interpretation of past practice. Mr. <br />Kysylyczyn noted that Mr. Traynor, current Planning <br />Commission Vice Chair who's proposed for Chair, should <br />have his relationship as political campaign worker for <br />Mayor Klausing's campaign fully disclosed.; and suggested <br />such a policy be adopted in writing for future reference and <br />to restore integrity and honesty in government. <br /> <br />Mr. Kysylyczyn provided a Bench Handout relating to <br />several topics. <br /> <br />B.
