I was walking on the walking-path around <br />McCarron's Lake during the day. This dog came out of its yard and lunged at me several times. It only retreated <br />after I had walked a few houses away from the dog's home. It returned to its yard. I was very fortunate. My rain <br />coat was punctured in several places and torn in the back. He only bit me once. But he was definitely vicious <br />and off leash. I ended up in the hospital emergency room, but I don't believe I sustained any permanent injuries. <br /> <br />Imagine my dismay after I called the Roseville Police. The homeowners were allowed to keep the dog in their <br />home, in my neighborhood. They merely needed to "quarantine" it for ten days, because noone had ever filed a <br />police report about this dog. I later learned that the dog had threatened several "runners" or "walkers" trying to <br />get by this house. The son of the owner also told me that the dog bit a runner before, but because she had not <br />reported it to the police, it was like it never happened. They have a fenced in yard......the dog got out. <br /> <br />The dog owner was issued two citations: One was for having a "Vicious Animal" and one for having a "Dog Off <br />Leash." She recently plead guilty to both of these counts. She got a $160 fine and has to pay my medical <br />bills. She also legally gets to keep the dog. My concern is not nedessarily about recouping my medical bills. I <br />want vicious animals to be dealt with more seriously in Roseville. An animal like this shouldn't be allowed to stay <br />in our City. It shouldn't be allowed to stay in ANY city. What if this animal had attacked a child in a stroller? They <br />may not have been so fortunate as I was. <br /> <br />I hope you will consider this case when you reevaluate the situation in Roseville regarding animals. I would love <br />to present this to the council, and will at the meeting tonight, March 21, if I am able to get off work by the time it is <br />presented.
