<br />City Council Study Session - 03/21/05 <br />Minutes - Page 4 <br /> <br />bringing in engineers. <br /> <br />Mayor Klausing questioned Councilmember Kough on the <br />context of Mr. Johnson's opinions and comments related to the <br />action before the City Council at this time regarding authorizing <br />an engineering study. <br /> <br />Councilmember Kough opined that the City Council was not <br />taking all factors into consideration; and questioned the process <br />to-date in requesting proposals. <br /> <br />Discussion included funding for engineering studies through <br />Xcel Energy; type of coolant used in the chiller; compatibility of <br />the two systems at the OVAL and the Arena; status of the Task <br />Force related to tonight's requested Council action; cost of the <br />engineering study; timing, costs and revenue with the upcoming <br />ice season; the operational functions of the OVAL for the last 11 <br />years; and future maintenance of the facility. <br /> <br />Mayor Klausing called for additional public comment at this <br />time. <br /> <br />Al Sands, 2612 Aldine <br />Mr. Sands spoke in opposition to the motion; opining that the <br />financial history of the facility was dismal and future revenue <br />requirements on an annual basis to make the facility self- <br />supporting, in addition to repairs and maintenance were <br />unknown at this time. Mr. Sands recommended a full study by <br />the Task Force be completed prior to Council action on this <br />agenda item, further opining that the facility was utilized b <br />minority of professional skaters, and didn't serve the citizens of <br />Roseville on a broad level. Mr. Sands opined that installation of <br />artificial turf at area playgrounds would be a better use of public <br />funds. <br /> <br />Dan Roe, 2100 N Avon Street <br />Mr. Roe addressed before the Council, specifically the Task <br />Force's request that this engineering study be initiated as part of <br />their analysis of the facility - both short and long-term. Mr. Roe <br />opined that Steps 3 and 4 of the proposed study appeared to be <br />premature; and recommended contracting Steps 1, 2, 5 and 6 <br />
