City Council Regular Meeting - 03/14/05
Minutes - Page 21

appeared to reach Council consensus for use.

John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn opined that applications seldom showed the
applicant's depth of knowledge; and noted Mayor Klausing's
election campaign had supported interviewing everyone taking
time to fill out an application; and the Council should remain
consistent unless the applicant had prior knowledge of the
application standing in place of an interview to present their
qualifications and expertise.

Terry Moses, 1776 Maple Lane
Mr. Moses suggested the written applications be done with the
names not showing. Mr. Moses further opined that applicants
had submitted their application, anticipating an interview, and
that the Council shouldn't change the rules midstream without
their prior knowledge.

Mayor Klausing explained that the Council had already been
made aware of the identity of applicants; and opined that, as a
practical matter, given the number of applicants, it became
improbable for a part-time Council to interview the entire slate of
applicants.

Discussion ensued related to the ranking system.

Klausing moved, Schroeder seconded, to have individual City
Councilmembers rank applicants; and submit their rankings to
staffby 12:00 Noon on Thursday, March 17,2005 for applicants
for the Parks and Recreation Commission, the Planning
Commission, and the Public Works, Environment and
Transportation Commission, respectively; further directing staff
to compile the rankings into a matrix for further Council
consideration.

Further discussion ensued related to timing issues for staff and
submission to the City Council to provide sufficient time for the
City Council to make their decisions related to interviewing and
scheduling of those interviews.
