Nays: Ihlan. 4.b Approve Vice Chair Mark Traynor as the 2005 Chair Mark Traynor for the Planning Commission (former Consent Item 3.h) Planning Councilmember Schroeder requested removal of this item Commission for discussion; opining that the full Council should be 2005 Chair present prior to taking action on this item, noting Councilmember Kough's absence from tonight's meeting. Councilmember Schroeder further opined that, given Mr. Traynor's involvement in the District 54 DFL Committee, he questioned whether a deeper message was being sent that in order for a volunteer to work their way up the ranks in local government, they needed to be affiliated with a political party. Councilmember Schroeder spoke in support of local government remaining bi-partisan; and questioned whether citizens would be able to fund a campaign for local government office without political party affiliation. Schroeder moved that the motion to appoint the current Vice Chair as Planning Commission Chair be tabled until the full Council was present. Roll Call Ayes: Schroeder and Ihlan. Nays: Maschka and Klausing. Motion failed. Maschka moved, Klausing seconded, appointment of Mark Traynor, current Vice Chair, as Chair of the Planning Commission for 2005. Councilmember Ihlan questioned the procedure for Mr. Traynor's nomination. City Manager Beets reviewed the City's ordinance related to appointment of Commission Chairs by the City Council at the first meeting of each year. Mr. Beets noted that the City Council had appointed Mr. Mulder, but that his term was ending on March 31, 2005; thus suggesting that the Vice Chair, due to his seniority and experience, would be a
