<br />City Council Regular Meeting - 03/14/05 <br />Minutes - Page 9 <br /> <br />Parks and Recreation Director Lonnie Brokke reviewed the Ladyslipper Park <br />background of the City's hiring of Brauer and Associates to Master Plan <br />assist in the development of a Master Plan for Ladyslipper Park, <br />in conjunction with the planned reconstruction of Lake Owasso <br />Boulevard. Mr. Brokke noted the unique opportunity to address <br />water quality improvements and residential concerns for traffic <br />calming as part of the road construction project. <br /> <br />Mr. Brokke reviewed the park location its identification as a <br />conservancy park of 16.52 acres, which was intended to protect <br />and preserve the natural environment and offer more passive <br />recreational opportunities. Mr. Brokke outlined the planning <br />process, which had included three community and neighborhood <br />input meetings, from which four Master Plan options had been <br />developed. Mr. Brokke noted that those plans had been <br />discussed and streamlined at two Parks and Recreation <br />Commission meetings, and clarified that the Master Plan <br />represented a staging plan, not a building plan. Mr. Brokke <br />reviewed the Master Plan goals; financial implications; and <br />sources of funding for any potential project, whether as a whole <br />or in phases. <br /> <br />Jeff Evenson, Park Project Coordinator, reviewed each of the <br />three Concept Plans in more detail, representing either alignment <br />and no realignment options for South Owasso Boulevard, noting <br />that the Preliminary Master Plan combined the best from each of <br />the three Concept Plans, with the coordination and assistance of <br />the City's Public Works staff. Mr. Evenson reviewed final <br />considerations for minimal impact to wetland areas; pathway <br />surfaces and an elevated boardwalk to access the fishing pier; <br />access for Galtier and Matilda Streets to South Owasso <br />Boulevard; entrance to and identity of the park; limited parking <br />availability; canoe launch sites; stormwater ponds; natural area <br />screening; elevations; pedestrian bridge over the stormwater <br />pond; and a gazebo on the island. <br /> <br />Discussion items included policing and safety concerns with a <br />fishing pier and access to it; actual use of the canoe launches; <br />location of stormwater ponding from the proposed realigned <br />channel and infiltration of water through the wetland area; and an <br />explanation of the public process and input to-date. <br />
