Ileading of Selected Essays and Presentation of Awards to Human Ilights <br />Human Ilights Essay Contest Winners Essay Contest <br />Mayor Klausing welcomed Human Rights Commission Winners <br />Representative Karen Vnuk. <br /> <br />Human Rights Commission representative Karen Vnuk spoke on <br />behalf of the Commission and recognized participating students <br />and teachers. Instructors included Mr. Bibeau and Mr. Johnson <br />of Roseville Area Middle School, Ms. Black of Parkview School <br />and Mr. Maroney of St. Rose of Lima School. <br /> <br />Essays were read by students Connor Norton and Matt Busch, <br />both tied for first place; and Kristina Hamilton, third place. <br />Honorable Mentions (in alphabetical order): Odgie Hayes <br />Owens; Jennifer Kunkel; Emma Lucken; Brooke Nelson and <br />Leah Roth, received special recognition for their participation. <br /> <br />Janet Delmore, another member of the Human Rights <br />Commission, was also present and introduced herself. <br /> <br />6. Update Ilegarding the Snelling Median Closure <br />Note: Mayor Klausing had revised the agenda to recognize <br />Essay Contest winners prior to this agenda item. <br /> <br />Update <br />Snelling Median <br />Closure <br /> <br />City Manager Neal Beets recapped background information on <br />the Minnesota Department of Transportation's (MnDOT's) <br />closure of the Snelling-Oakcrest median crossover; and staff <br />options, as designed in 2002, for this neighborhood; and sought <br />Council direction to staff and whether or not to determine the <br />neighborhoods' receptivity to any of the options presented. <br /> <br />Councilmember Maschka opined that it would be good to receive <br />input from the neighborhood and determine their preferred <br />options.
