<br />City Council Regular Meeting - 02/28/05 <br />Minutes - Page 7 <br /> <br />Council Action dated February 28,2005. <br /> <br />Councilmember Schroeder expressed his understanding for <br />the need for this request, but noted his preference that these <br />types of items be addressed as budgetary items and should <br />have been identified during the 2005 budget discussions, or <br />held for upcoming 2006 budget discussions. <br />Councilmember Schroeder opined that the City Council <br />was sending inconsistent messages to City employees. <br /> <br />City Manager Beets acknowledged differing philosophies <br />related to employee issues and budget cycles and given the <br />net budget impact of approximately $1,500, he was making <br />recommendations for action at this time. <br /> <br />Councilmember Ihlan spoke in favor of completing the <br />reclassification immediately, opining that it was a <br />compelling pay equity issue and made sense to correct the <br />disparity now. <br /> <br />Councilmember Kough concurred with the concerns <br />expressed by Councilmember Schroeder related to budget <br />timing, but spoke in support of the position in question and <br />additional duties undertaken. <br /> <br />Klausing moved, Ihlan seconded, approving reclassification <br />of the Receptionist position from Level B of the City's <br />Compensation Schedule to Level C, effective March 1, <br />2005. <br /> <br />Councilmember Klausing spoke in support of the motion. <br /> <br />Councilmember Schroeder opined that, as a matter of <br />principle, pay scale items needed to be addressed during <br />budget discussions, even though this particular item didn't <br />impact the budget dramatically. <br /> <br />Roll Call <br />Ayes: Kough, Ihlan, Maschka and Klausing. <br />Nays: None. <br />Abstentions: Schroeder. <br />
