<br />Special Session of the City Council: <br />Saturday, 02/19/05, Cedarholm Golf Course Clubhouse, <br />2323 Hamline Avenue North, Roseville, MN <br />Page 15 of 21 <br /> <br />poses. <br /> <br />i.) City Manager Neal Beets spoke to the following 2006 is- <br />sues within the Administration Department of the city: <br /> <br />1. Performance Measurement, possibly through a program <br />operated by the International City/County Management <br />Association. <br /> <br />2. Community Involvement and Leadership, possibly <br />through a Citizen's Academy to help increase community <br />knowledge about the operation of city government. <br /> <br />3. Attracting and Retaining the Best Employees, possibly <br />through a market-based pay scale and through positive <br />council-staff relationships. <br /> <br />Mayor Klausing thanked everyone for their participation. <br /> <br />Mayor Klausing called for a 10 minute recess. <br /> <br />2. City Council Rules of Procedure Rules and Proce- <br />dures of the City <br />Mayor Klausing distributed a bench handout, attachment 4. Council <br />He suggested the Council work through the focus questions <br />on the handout. <br /> <br />Council Interaction with the Public <br /> <br />a.) Mayor Klausing asked the Council whether they feel they <br />spend too much time on general public comment at the be- <br />ginning of each council meeting. <br /> <br />Councilmember Maschka indicated that too much time was <br />spent. He suggested a 3 minute time limit, no council re- <br />sponse to public comment except to refer it to staff or to a fu- <br />ture agenda, and that speakers be informed that they can al- <br />ways reduce their comments to writing and submit them in <br />that form for council consideration. He also spoke to the <br />value of processing most of the council's business first <br />through a study session where Council can work through and <br />work out the issues before bringing the item to a regular <br />Council meeting. <br /> <br />Councilmember Schroeder stated that he did not favor a time <br /> <br />15 <br />
