Mayor Klausing asked the council whether they want to <br />provide opportunities for the public to comment on every <br />agenda item. He expressed concerns about the length of the <br />meetings and the organization of the discussion when numer- <br />ous members of the public want to be recognized to speak <br />about every issue at any point in the council's process. <br /> <br />Councilmember Maschka said public comment should be re- <br />ceived on public issues but not on administrative, housekeep- <br />Ing Issues. <br /> <br />Councilmember lhlan concurred, but noted the importance of <br />when public comment was received. She suggested that pub- <br />lic comment on agenda items be received after the staff pres- <br />entation but before and not during council discussion and de- <br />liberations. She suggested that a speaker sign-in sheet may <br />be helpful in organizing public comment. <br /> <br />Mayor Klausing concurred, citing his experience on the Plan- <br />ning Commission and clarifying Councilmember lhlan's sug- <br />gestion to mean that staff would make its presentation and <br />council would ask their questions of the staff presenter / s, <br />then public comment on that item would be received, and <br />then the opportunity for public comment would close so <br />council could then discuss and deliberate the issue itself. <br /> <br />Councilmember Schroeder concurred, but questioned how will <br />councilmembers and the public know the difference between <br />public hearing items that the public can comment on and <br />council administrative business. <br /> <br />Councilmember Maschka gave some examples of the differ- <br />ence in his mind. <br /> <br />c.) Mayor Klausing asked about the propriety of audience <br />members holding up signs in the council chambers. <br /> <br />Councilmember Maschka stated that signs were appropriate <br />in the back of the room where they could be seen by the <br />council but would not block the view of any audience mem- <br />ber. Mayor Klausing agreed. <br /> <br />d.) Mayor Klausing asked the Council how they felt about a <br />council rule designating the mayor as the official spokesper- <br /> <br />17 <br />
