Establishing the appropriate funding mechanisms to <br />ensure the timely replacement of City assets when they <br />reach the end of their useful lives <br /> <br />2. Dedicating new funding sources for the City's informa- <br />tion and communication systems <br /> <br />3. Funding a sustainable employee compensation and <br />benefit package <br /> <br />Regarding fiscal issues, Councilmember Ihlan distributed and <br />spoke about her bench handout, attached as Attachment 1. <br /> <br />Regarding the City's pay scale, Councilmember Schroeder <br />asked for clarification in the future about whether the Stanton <br />V compensation data consisted of actual data or requested <br />amounts, whether it was just public sector data or included <br />private sector employers, and questioned how, in his experi- <br />ence, everyone claims to be below average in pay. <br /> <br />Councilmembers Schroeder and Kough asked that future <br />presentations include the value of city insurance and pension <br />benefits as part of the total employee compensation package. <br /> <br />Councilmember Maschka commented on the value of a public <br />pension plan and the value of stability in public employment <br />as contrasted with the private sector. <br /> <br />Councilmember Mascka also asked staff to continually con- <br />sider expanding on the IT business model to other areas of <br />city operation. <br /> <br />Councilmembers Kough and Schroeder indicated their prefer- <br />ence for line-item budget information for each city depart- <br />ment. <br /> <br />b.)
