Council Rules Discussion

How do we want to interact with the public?
How do we want to interact with staff?
How do we want to interact as a council?

I. How do we interact with the public?

What do people think about public comment?
Is it taking up too much time?
If so, what do we want to do about it?
Any desire to drop public comment?
What about public comment on specific agenda items?
Should we be indicating which items we will be taking public comment on?
How do we assure orderly public comment?
Should we indicate which items we are taking public comment on?
Are there actions that are disruptive to the discussion of the public's business
(e.g., people holding up signs and waiving them behind the speakers' heads)?
What, if anything, do we want to do about it?
What is the role of the council in assisting the mayor (if any) in meeting
management?
Do we want the mayor to act as "official spokesperson?"

II. How do we interact with staff?

Are we setting staff up for failure and ourselves for frustration having directions
come from individuals rather than the whole council?
Do all of our questions need to be asked at a meeting, or can they be addressed
in other ways?
Should we be working to increase trust between staff and council? If so, how?
Are we treating staff as we would like to be treated?

III. How do we interact as a council?

Do people feel they are being treated fairly at meetings?
Are we taking too long to discuss issues on occasion? If so, what can we do
about it?
Do we want to set an adjournment time for meetings? If so, what happens to
unfinished business?
Are there ways to move things through the council more efficiently?
Policy statements versus attempts to persuade, how should they be handled?
Are we running the risk of violating the open meeting law through use of email?
Should potential action items be considered at work sessions before being
placed on the agenda (e.g., council proposals)?
