"Public Safety.
Priority 2. Maintain our infrastructure.
Issues 3. Make sure existing and new
infrastructure meets future needs
of our residents and businesses.
4. Keep any budget increase to a
minimum."
COUNCILMEMBER SCHROEDER:
"General Comments:
A) I believe we should implement a
process where all capital projects be
brought before the City Council for
approval based on a five year plan. Each
year the five year plan is updated and
submitted. For example, you would be
submitting the 2006 to 2010 program
now. Based on funds available, and
leveraging of funds from other sources
(state funds, MSA funds, T-21 funds,
grants, etc.), projects would be
programed to provide a stable and level
budget over the five years. This also
gives both the Council and staff a view of
the future to plan for. When a project is
submitted it will include-
1. Project description and
justification,
2. Information on benefit to the the
neighborhood and City,
3. Level of importance (both from a
department standpoint and overall
City),
4. Does it meet our City goals,
5. Does it comply with our
Comprehensive Plan,
6. Increase or decrease our annual
operating costs and amount,
11
