Date: 05/16/05
Item: 2.
City Council Goal Setting
To: Roseville City Council
From: Neal Beets
Date: Thursday, May 12, 2005
Re: Agenda Item 2
Attached are copies of your individual ranking sheets.
Margaret and I made no effort to aggregate your individual rankings into one
City Council ranking. This is because, unless I'm missing something, there
seems to be almost no specific program or priority that the five of you share
among the 52 potential priorities offered by department heads and including
the additional priorities separately added to the list by Councilmembers Ih-
lan, Kough, and Schroeder.
In addition, unless I'm missing something, some of you completed the rank-
ing sheet one way and others of you found other ways of presenting your
goals and priorities.
I confess I would be hard-pressed to say what the City Council as a group, as
the governing body for the City and not as five individuals, believes are the
most important programs that the City might want to undertake. I say this
because as a staff we need to start drafting an initial budget for 2006 and
unless we have a fairly clear idea of what the City Council's #l, #2, #3, etc.
programs or priorities are, we are going to have a difficult time drafting a
budget that aligns with the City Council's direction.
