Keep any budget increase to a <br /> minmlum. <br /> COUNCILMEMBER SCHROEDER: <br /> "General Comments: <br /> A) I believe we should implement a <br /> process where all capital projects be <br /> brought before the City Council for <br /> approval based on a five year plan. Each <br /> year the five year plan is updated and <br /> submitted. For example, you would be <br /> submitting the 2006 to 2010 program <br /> now. Based on funds available, and <br /> leveraging of funds from other sources <br /> (state funds, MSA funds, T-21 funds, <br /> grants, etc.), projects would be <br /> programed to provide a stable and level <br /> budget over the five years. This also <br /> gives both the Council and staff a view of <br /> the future to plan for. When a proj ect is <br /> submitted it will include- <br /> 1. Project description and <br /> justification, <br /> 2. h~formation on benefit to the the <br /> neighborhood and City, <br /> 3. Level of importance (both from a <br /> deparhnent standpoint and overall <br /> City), <br /> 4. Does it meet our City goals, <br /> 5. Does it comply with our <br /> Comprehensive Plan, <br /> 6. hlcrease or decrease our annual <br /> operating costs and amount, <br />11 <br />
