MEMORANDUM
TO: MEMBERS OF THE ROSEVILLE CITY COUNCIL
FROM: AMY IHLAN
SUBJECT: CITY COUNCIL RULES OF PROCEDURE
DATE: APRIL 13, 2005
Here are my proposals for council rules and procedures (these are based on the draft
submitted to the council in our March 21, 2005 packet).
1. Public Comment. The City Council will receive public comment at Council meetings in
accordance with the following guidelines:
a. Public comment at the beginning of a Council meeting is for the purpose of
allowing members of the public an opportunity to announce community events, and express
their opinions about policy issues not on the meeting agenda. Public comment
presentations are limited to 5 minutes per speaker.
b. Members of the public may also make public comment on agenda items. These
public comments will generally be received after the staff presentations on the agenda item
and before Council discussion and deliberation. Public comment on agenda items is also
limited to 5 minutes per speaker.
c. Members of the public are always free, and encouraged, to submit their comments
in writing to the Council or staffbefore, during, or after a Council meeting.
d. Signs may be held and displayed during Council meetings, but only at the back of
the Council Chambers so that the view of the seated audience is not obstructed.
e. Public comment, like staff and Council Member comments, should pertain to the
merits of an issue. Personal attacks will be ruled out of order.
2. Council Requests for Staff Assistance. Council Members may request staff to provide
information, or request staff assistance on matters pertaining to council business, or
assistance in responding to public inquiries or requests for service. Staff shall respond to
Council Member requests in a timely and reasonable manner.
3. Adjournment. All Council meetings shall conclude no later than 11:00 p.m., by
adjournment or by recessing to another day.
