Executive Summary <br />What is the Purpose of the Grass Lake Watershed Management Organization? <br />The Grass Lake Watershed Management Organization is a government organization that <br />evaluates water resource needs and carries out actions to protect and improve those <br />resources. The organization addresses the areas of land draining to Snail Lake, Grass <br />Lake, Wabasso Lake, Lake Owasso, Bennett Lake, Lake Emily, Shoreview Lake and <br />Lake Judy as well as a number of nearby ponds and J1&pdsL(see Figure A)._ _ _ _ _ _ _ _ _ _ _ _ __ comment [LT ]: Include Figures. <br />The Grass Lake Watershed Management Organization's mission is to collaborate with its <br />two member communities of Roseville and Shoreview and with stakeholders to protect, <br />manage and improve the resources in its 9- square mile watershed. Grass Lake <br />Watershed Management Organization does this by providing actionable, research -based <br />information to support decision making, changing attitudes and actions toward water <br />quality stewardship, ensuring proper stewardship of public resources and funds, securing <br />grants for water quality projects, and reporting measurable results as goals are achieved. <br />Who guides the actions of the Grass Lake Watershed Management Organization? <br />The Grass Lake Watershed Management Organization is governed by a five member <br />Board of Commissioners. The Commissioners are appointed by the two member cities: <br />Roseville and Shoreview. Each City makes appointments in such a manner that each city <br />has three members representing their city on the Board every other year. <br />Historically the Grass Lake Watershed Management Organization Board of <br />Commissioners met quarterly. Beginning in 2011, the Grass Lake Watershed <br />Management Organization Board of Commissioners have been meeting monthly. It is the <br />intent of the current Board of Commissioners to continue meeting monthly. Board <br />meetings are held on the third Thursday of the month and are open to the public. The <br />meetings are located at the City of Roseville City Hall at 2600 Civic Center Drive. <br />The Grass Lake Watershed Management Organization contracts privately for <br />administrative staff and receives general technical support through Ramsey Conservation <br />District at this time. In the past, staff support has been through member cities and <br />neighboring watersheds. <br />The Grass Lake Watershed Management Organization's actions are also supported by a <br />number of local stakeholder groups. <br />• The Lake Owasso Association has worked since 1955 to control aquatic plants in <br />Lake Owasso and protect the safety of lake users. <br />• The Lake Wabasso Association is newly formed and will likely be involved with <br />activities such as aquatic plant management, chemical control, shoreland clean -up, <br />restoration and protection and education and outreach. <br />• The Snail Lake Improvement District provides recommendations to the Shoreview <br />City Council on matters relating to the management of Snail Lake.
