October 3, 2011 <br />Memo To: Board of Commissioners <br />FROM: FOR <br />SUBJECT: Management Responsibilities <br />Proposed revised language for the Draft Plan: <br />Groundwater <br />The Grass Lake Watershed Management Organization is not interested in taking an active <br />role in groundwater management at this point in time. Rather the GLWMO will support <br />the activities identified in the DRAFT Ramsey County Groundwater Protection Plan <br />(2009) and will continue to promote groundwater protection by: <br />Conducting limited monitoring activities (e.g. collecting lake level data) <br />Adopting a volume control standard that will increase groundwater recharge on <br />new development and certain re- development projects taking place in the <br />watershed <br />- Adopting a pre- treatment standard for stormwater infiltration practices <br />Flooding <br />Given that the Cities of Roseville and Shoreview are responsible for the majority of the <br />stormwater infrastructure and have floodplain ordinances and permitting authority, the <br />GLWMO defers floodplain management and responsibility to address localized flooding <br />issues to the member communities. The GLWMO will have the following limited role in <br />flood management: <br />Reduce the rate and volume of stormwater discharge to the GLWMO's <br />waterbodies by developing rate and volume control standards <br />Integrating structural solutions into the existing infrastructure of the GLWMO's <br />member communities that address local flooding in a manner that does not <br />increase flooding of downstream properties <br />Lake Levels <br />The GLWO will have a limited role in lake level management for the following reasons: <br />(1) the GLWMO does not own or operate any of the outlet structures on the waterbodies <br />of the watershed; and (2) the only waterbody that is augmented to maintain lake levels is <br />Snail Lake. The Snail Lake Improvement District has been established to assist the City <br />of Shoreview in managing lake levels on this waterbody. <br />
