Ramsey Conservation District <br />'tea �sr <br />To: Grass Lake WMO Board of Commissioners <br />From: Ryan Johnson, Urban BMP Specialist <br />Date: 13 -Dec -11 <br />Re: Aladdin Street Bioinfiltration Project: 2009 BWSR CWF Grant <br />Background: The Grass Lake Water Management Organization ( GLWMO) in partnership with the Ramsey <br />Conservation District (RCD), and the City of Roseville applied for a Clean Water Fund Grant through the Board <br />of Water and Soil Resources (BWSR) in 2009 for the installation of a bioinfiltration basin at the south end of <br />Aladdin Street in Roseville. The grant was awarded to the GLWMO in the amount of $32,000 later in 2009. <br />The project was designed to capture water draining from the 2.3 acre watershed, that is 67% impervious, and <br />allow water to infiltrate instead of running straight into the DNR protected wetland that is connected to Lake <br />Owasso. The basin will remove 2.5 lbs /yr of Total Phosphorus and 864 lbs /yr of Total Suspended Solids which <br />will help ensure Lake Owasso does not become impaired. <br />Construction: There were multiple planning meetings between the RCD and City of Roseville to help ensure <br />that the basin was installed correctly. Roseville wanted RCD staff to provide construction oversight for the <br />project during installation, and the RCD made multiple trips out to the site and met with staff during the <br />construction period in 2011. The RCD technical staff and City of Roseville engineer both agreed that North <br />Valley, Inc. installed the project per the plans and specifications that were provided. Technical sign off of the <br />project was done on November 16, 2011 by Deb Bloom, Roseville P.E.. The total installed cost of the <br />bioinfiltration basin was $75,335.95. <br />Reporting: The RCD was in charge of all the reporting to BWSR for this project through e -Link. The RCD <br />will also be inspecting the site annually and reporting any corrections that need to happen to the City of <br />Roseville to maintain a quality project for the life of the basin. <br />Closeout: The RCD has completed all necessary items to close out the grant: certified all eligible expenses and <br />prepared the BWSR Voucher, all reporting in BWSR's e -Link, and the submission of CWF Story. The City of <br />Roseville can be reimbursed the amount of $27,000. The remaining $5,000 can be paid to the RCD for: 5% <br />Administration cost associated with the e -Link reporting and CWF Story creation and submission; $3,400 for <br />technical oversight and other technical duties performed during the planning and construction of the project. <br />All the above cost figures were pre- approved by the City of Roseville engineer during a meeting on March 22, <br />2011. <br />Request: The RCD requests that the City of Roseville be reimbursed in the amount of $27,000 and the RCD in <br />the amount of $5,000 as it pertains to the CWF Grant. <br />Supervisors: Carrie Wasley, AFlara Humphrey, Margaret Behrens, Given Willems, Janelle Anderson <br />
