<br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />(6) <br /> <br />Section 2. <br /> <br />Submit to the City a preliminary site plan for the Redevelopment showing the <br />size, nature and location of the proposed minimum improvements, including <br />parking, landscaping and other exterior improvements. <br /> <br />Complete or finalize necessary feasibility, marketing and financial analyses, <br />including the timing and phasing of the proposed Redevelopment, <br />preliminary pro formas and likely revenue sources for the initial phases. <br /> <br />Review and comment upon the adequacy of existing ordinances, including <br />zoning ordinances, to facilitate the Redevelopment. <br /> <br />Ascertain what approvals will be required from governmental agencies for <br />the Redevelopment. <br /> <br />Investigate adequacy of utilities and streets and identify required <br />infrastructure changes; also review existing transportation plan to determine <br />adequacy. <br /> <br />Review existing environmental reports and determine if additional <br />environmental investigation is necessary. <br /> <br />Findings. <br /> <br />2.01 With respect to each ofthe required actions listed in Section 1.04, the Council makes <br />the following findings: <br /> <br />(1) <br /> <br />a. Rottlund submitted a preliminary site plan for the Redevelopment <br />showing the size, nature and location of the proposed minimum <br />improvements, including parking, landscaping and other exterior <br />improvements as discussed in Rottlund' s memo presented to the City <br />Council on February 28,2005 attached as Exhibit A. <br /> <br />b. The City Council provided Concept Land Use approval for a Planned <br />Unit Development of Phase I on January 10, 2005. The Council finds <br />that this submission satisfies the requirement of Section 1.04(1) <br />above. <br /> <br />(2) <br /> <br />a. Rottlund presented to the City Council a financial pro forma on <br />February 28,2004 which outlined the financial feasibility of Phase I <br />development of areas 1-5 and 8. A copy of a cover transmittal and pro <br />forma as presented to the City Council with the Council requested <br />revisions is attached as Exhibit B; and <br /> <br />2 <br />
