In the recitals to this Contact is a number of "whereas clauses" <br />providing an indication of the goals and the objectives ofthe parties in entering into this Contract. <br />Over the past number of months, Rottlund and its development partners have been diligently <br />work on addressing the milestones detailed within the contract. <br /> <br />In September of 2004, Council, by resolution, determined the Rottlund had fulfilled the actions <br />specified in article 7(a). Further, the Contract in article 7(b) states: <br /> <br />"By December 31, 2004: <br /> <br />. Submit to the City a preliminary site plan for the Redevelopment showing the size, nature <br />and location of the proposed minimum improvements, including parking, landscaping <br />and other exterior improvements. <br /> <br />. Complete or finalize necessary feasibility, marketing and financial analyses, including the <br />timing and phasing of the proposed Redevelopment, preliminary pro formas and likely <br />revenue sources for the initial phases. <br /> <br />. Review and comment upon the adequacy of existing ordinances, including zomng <br />ordinances, to facilitate the Redevelopment. <br /> <br />. Ascertain what approvals will be required from governmental agenCIes for the <br />Redevelopment. <br /> <br />. Investigate adequacy of utilities and streets and identify required infrastructure changes; <br />also review existing transportation plan to determine adequacy. <br /> <br />.
