<br />City Council Regular Meeting - 01/10/05 <br />Minutes - Page 14 <br /> <br />stereos. Chief Sletner noted that, in current City Ordinance or Amplified Sound <br />State Statute, there was nothing that specifically addressed and from Automobiles <br />defined easily enforceable solutions, without the purchase of <br />additional equipment. Chief Sletner noted that this proposed <br />addition to City Ordinance 405.02 would establish up to a $50 <br />fine, and was modeled after one recently initiated by the City of <br />St. Paul. <br /> <br />Discussion included effectiveness of such an ordinance; ticketing <br />or warning of violations; Police Officer or Citizen complaint and <br />verification for issuing a citation; seasonal issues related to noise <br />concerns; footage requirements for citations; first course of <br />action for verbal warnings; and defining residential and/or <br />commercial parking areas. <br /> <br />Councilmembers Schroeder and Kough expressed concerns <br />regarding adoption of such an ordinance amendment without <br />further discussion, information and consideration. <br /> <br />Klausing moved, Schroeder seconded, tabling this item until the <br />February 14, 2005 regular Council meeting for consideration of <br />a First Reading of an ordinance entitled, "An Ordinance <br />Amending Title Four, Section 405.02 Adding Section 405.02 H, <br />Amplified Sound from Automobiles;" allowing the community <br />to control abusive amplified sound from motor vehicles through <br />the issuance of administrative fines as previously set forth by the <br />City. <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br /> <br />Staff was directed to provide additional research and information <br />to the City Council prior to that meeting. <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 7:10 p.m. <br />and reconvened at 7:18 p.m. <br /> <br />8. Consider Rottlund Homes' Mixed-Use (Housing, Retail, Ordinance <br />Office) Concept Proposal to Redevelop Twin Lakes, in the Rottlund Homes <br />
