<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 30 <br /> <br />principles, when defining conditional and permitted uses. <br /> <br />Roll Call (12.3, Rezoning Ordinance) <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />[12.4 Concept PUD] <br />Maschka moved, Schroeder seconded, approval of the Concept <br />Planned Unit Development (PUD) as prepared for the October <br />14, 2004 Planning Commission and October 25, 2004 Council <br />meetings by Rottlund Homes; and revised at the January 10, <br />2005 regular Council meeting to move the location of the <br />proposed Twin Lakes Parkway further south 15 feet with <br />elimination of parking on the north side of the parkway, for an <br />80 acre mixed-retail, office, and residential PUD, consisting of <br />parkland and cash-in-lieu dedications, storm ponds, 490 <br />townhomes of up to four stories with 221,000 square feet of <br />office building, 240 condominium units, retail office uses, <br />subject to approvals and permits required by the Rice Creek <br />Watershed Organization and MnDNR, Ramsey County and <br />M DOT d b' t t thr d't' <br /> <br />n , an su >1 ec 0 ee con 1 IOns: <br />1. City staff shall work with the Master Developer to formulate a traffic <br /> reduction and redistribution plan designed to decrease traffic flow in <br /> adjacent residential areas; <br />2, The project will comply with the City shoreland ordinance, Chapter <br /> 1016, or specify any deviations from said ordinance for approval by <br /> the City Council; <br />3, The project will be constructed in such a way that it is consistent <br /> with LEED design standards as discussed in the September 27, 2004 <br /> memorandum submitted to the City by the Master Developer. <br /> Final approval by the City Council will be considered after all <br /> conditions and required documents and permits have been submitted <br /> for final approval. Final approvals are considered a separate <br /> application process, <br /> <br />Councilmember Maschka noted the numerous details now <br />needing to be defined and refined. <br /> <br />Ihlan moved an additional condition that the final approval of the <br />Planned Unit Development (PUD) be subject to the developers <br />reaching agreement with neighbors for reimbursement for <br />decreased property values due to increased traffic flow.
