in finding a business person having their business within the GLWMO, and sought additional names from <br />individual Board members. <br />Mr. Petersen noted that he suggested a representative from the Roseville Area School District located <br />within the GLWMO, since they were a land user that was levied storm water utility fees as well as <br />businesses and citizens. <br />Discussion ensued on potential commercial land owners In Roseville or Shoreview that were within the <br />GLWMO; consideration of the actual locations for Deluxe Check and/or Medtronic within the WMO; and <br />noting the differences in hydrologic versus organization boundary maps of the GLWMO. <br />Criteria <br />Member Miller advised that, to -date, he had received thirty-one (3 1) criteria; provided to GLWMO Board <br />members and the public as a bench handout, attached hereto and made a part hereof. However, Member <br />Miller suggested that the criteria didn't need approval until the task force was actually set. Member <br />Miller suggested that the GLWMO Board continue to "brainstorm" criteria and keep it open for <br />discussion, continuing to accept additional submissions, but that prior to their adoption by the GLWMO <br />Board, they be collated and combined into a more reasonable and realistic format that can be <br />accomplished and that will provide a focus. <br />At the suggestion of Member Westerberg, Member Miller included criteria for and based on the <br />comments of Mr. Roberts related to hydrology. Member Miller also noted the need, as suggested <br />previously by Ms. Correll of EOR, for water quantity as well as water quality, with Member Westerberg <br />concurring, noting the inter - relationships between surface water. Mr. Miller suggested criteria for how <br />organizations and the type of action for a WMO to ensure that hydrology was safe and not causing a <br />problem. <br />Mr. Petersen suggested that criteria include a comparison of how the GLWMO, as a work in progress, <br />handled water quantity versus how the Ramsey/Washington Metro Watershed District or the Vadnais <br />Lakes Area WMO handled it; even though it would be difficult to make comparisons based on the many <br />variables and sizes of the groups. <br />Member Miller concurred that such a comparison was difficult, noting the three (3) alternatives compared <br />to -date: staying as an independent organization; merging with VLAWMO; or merging with <br />Ramsey /Washington Metro WSD. <br />Mr. Petersen noted the misconception for many in qualifying and quantifying the comparisons, they only <br />saw the dollars and cents based on costs per person; however, when considering some of the other <br />approaches, it became necessary to compare the potential for public input in the process if merged versus <br />the GLWMO remaining independent; and how to make discernable and objective judgments based on that <br />information. <br />Chair Eckman opined that it was not going to be easy to come up with a good set of criteria. <br />Appoint Board Member Secretary Position <br />Chair Eckman suggested this be deferred until after the Amended JPA was approved; however, Mr. <br />Petersen advised that the current JPA actually references such a position; with specific tasks assigned for <br />the Secretary but the GLWMO Board had not yet appointed one to -date; and during review of the current <br />JPA, this omission had become apparent. <br />E <br />
