TMDL Study Update and Sampling Stations Update <br />Mr. Petersen advised that three (3) sampling stations were installed on August 4; and provided their <br />approximate locations without being too specific to avoid potential vandalism of the stations. Mr. <br />Petersen advised that the FOR bid included measuring six (6) storm events, two (2) per month; to <br />determine the total phosphorus , total suspended solids, flow rates and volumes for larger events not less <br />than 1/2 inch of rainfall. <br />At the request of Chair Eckman, Mr. Petersen confirmed that the laboratory costs were inclusive in the <br />bids; and advised that he had helped with their installation. <br />At the request of Mr. Ferrington, Mr. Petersen clarified that the principal intent of the monitoring was <br />not to better define input into Bennett Lake; but to provide sampling input for non - treated sub watersheds <br />that would be used to calibrate the TMDL model. Mr. Petersen noted that the original Barr UAA <br />monitored flow from the Galtier Street system at Lady Slipper Park. Due to current high water, however, <br />they were unable to monitor at the original monitoring point and are now monitoring upstream of the <br />original monitoring point. <br />Third Generation Watershed Planning Update <br />Special Meeting August 25, 2011 <br />After a brief discussion as to whether it was still needed, the consensus was that the special meeting <br />originally scheduled was no longer needed; and several Members advised that they would be out of town <br />as well. <br />Motion 11 -08 -10 <br />Member Miller moved, and Member Von De Linde seconded cancellation of the previously scheduled <br />Special GLWMO Board meeting of August 25, 2011. <br />Ayes: 4 Nays: 0 Motion carried. <br />Chair Eckman reviewed written comments received to -date on the draft Third Generation Plan regarding <br />Restricting "wakes" and lake water quality (how should this issue be addressed in the Third <br />Generation Plan? <br />With one exception, they were all about the notation for further consideration of "restricting wakes" to <br />address water quality. Chair Eckman expressed her dismay that this one notation had been blown so out <br />of proportion; and that the other portions of the plan were not given fair consideration or receiving <br />comment. Chair Eckman reiterated the intent of that notation in the Draft Third Generation Plan for <br />further research related to motorized activity on lakes and impacts of that turbulence on phosphorus <br />release; clarifying that it was not the absolute intent of that the Third Generation .Plan to expand no <br />wake zones on Lake Owasso. <br />Based on this misconception, Chair Eckman requested comment from individual Board members on their <br />thinking of that one notation receiving so much attention; and whether it indicated an opportunity for <br />additional education. Chair Eckman personally opined that she was more focused on addressing runoff <br />into the GLWMO lakes prior to considering no wake zones expansion as a management strategy, <br />especially without the apparent benefit of additional research and more scientific studies and <br />methodologies for all the variables involved in the impact of motorized recreation on shallow lakes. <br />
