964 <br />965 Member Von De Linde noted that it could be publicized at the Public Hearing, anticipating that it would <br />966 be a well - attended opportunity; or flyers or handouts made available. <br />967 <br />968 Discussion ensued regarding current meeting schedules for the GLWMO Board, personal vacation time of <br />969 Board members; and scheduling issues related to other meetings related to adoption of the Third <br />970 Generation Plan. <br />971 <br />972 Mr. Petersen volunteered to contact a State of Wisconsin DNR staffer referenced by Member Miller who <br />973 had done post - graduate work on this subject matter in MN; and a link provided to Members Westerberg <br />974 and Von De Linde by Mr. Jim Stark; Chair Eckman volunteered to work with Mr. Petersen on the <br />975 possibility of putting together an educational forum and with a Q & A opportunity for audience <br />976 questions;. <br />977 <br />978 Further discussion ensued regarding potential dates; with the earliest possible time for consideration given <br />979 to scheduling such an educational forum in November of 2011. <br />980 <br />981 Chair Eckman asked Mr. Roberts if the Lake Owasso Association would be interested in sponsoring a <br />982 forum on motorized boats and impacts to water quality. <br />983 <br />984 Mr. Roberts responded that the Association usually used their annual meeting in April to announce this <br />985 type of opportunity or to provide educational information. However, Mr. Roberts advised that the <br />986 Association did not have funds available to assist with mailing costs or other associated costs; and <br />987 advised that he was unable to commit the Association; however, he offered to bring it up for discussion at <br />988 the next regular meeting of the Lake Owasso Association Board. <br />989 <br />990 Chair Eckman opined that, with the social media options available today, and with enough advance notice <br />991 and with the apparent interest in the issue, she didn't think there would be significant costs for publicity. <br />992 <br />993 Mr. Roberts questioned the objective of the GLWMO Board for this educational forum. <br />994 <br />995 Chair Eckman responded that the purpose would be primarily to educate the public on existing science <br />996 related to motorized boats on lakes and impacts to water quality of those lakes; what, if any, enforcement <br />997 was needed; and to hear about the issue from the context of lake residents and citizens. <br />998 <br />999 Member Von De Linde questioned if there was a need to look at the size of motors used on lakes by non - <br />1000 residents of those lakes. <br />1001 <br />1002 Mr. Roberts opined that it was not the size of the motor, but how it was driven and for what purpose it <br />1003 was used and the type of wake created by that thrust on the lake bottom. Mr. Roberts used fishing boats <br />1004 used for trolling at a slow speed as an example, noting that the motor may not be adjusted for boar flow, <br />1005 and would actually stir -up more sediment to the lake bottom than someone wakeboarding in a deeper <br />1006 portion of the lake. Mr. Roberts opined that it wasn't necessarily horsepower as much as how it was <br />1007 driven. Mr. Robert questioned whether the meeting would address homeowners on Lake Owasso, or <br />1008 those with an interest on Lake Owasso. <br />1009 <br />1010 Chair Eckman suggested that it should involve the entire GLWMO. <br />1011 <br />1012 While not wanting to discourage the value of an educational forum on this issue, Mr. Roberts opined that <br />1013 this would create the need to reach out to people that wouldn't be part of the Lake Owasso Association; <br />1014 and that the GLWMO Board would in effect be "preaching to the choir" for residents on Lake Owasso. <br />20 <br />
