<br />City Council Study Session - 01/24/05 <br />Minutes - Page 10 <br /> <br />Mr. Haider expressed the County's concern with <br />maintaining their current roadways; and he reviewed plans <br />that would impact Roseville for those maintenance projects <br />proposed (i.e., mill and overlays). <br /> <br />Further discussion included trail construction in <br />cooperation with pavement work; Rice Street bridge <br />rehabilitation and impacts to Highway 36 and the City of <br />Roseville with the Unweave the Weave project and <br />increased traffic on Rice Street; funding of turnbacks; <br />Vadnais Boulevard considerations; rights-of-way <br />acquisitions; and traffic management concerns. <br /> <br />c. <br /> <br />City Transportation Issues <br />City of Roseville Public Works Director Duane Schwartz <br />and City of Roseville Engineer Debra Bloom reviewed the <br />projects programmed in the City's Capital Improvement <br />Program (CIP); selection criteria and process for Roseville <br />projects; funding issues related to City projects; and land <br />use projects and their impacts to the City's transportation <br />system. <br /> <br />Mr. Schwartz reviewed upcoming planned projects within <br />the City, mostly maintenance (seal coating) rather than <br />reconstruction projects, noting that there were only a few <br />segments of reconstruction remaining in the City's <br />Pavement Management Plan (PMP). <br /> <br />Discussion included pending projects with adjoining cities <br />(i.e., Arden Hills) and County turnbacks. <br /> <br />Mr. Schwartz reviewed the City's PMP plan, implemented <br />in 1986 and reviewed the project criteria used to identify <br />pavement conditions and an index for rating that condition <br />to lower maintenance costs and reduce frequency of <br />reconstruction. Mr. Schwartz noted that the majority of the <br />City's streets were rated over an average of 80 on the PCI, <br />indicating they were in good condition.
