<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 18 <br /> <br />Councilmember Schroeder reviewed his rationale for this motion <br />based on the unresolved issues related to the OVAL; creation of <br />a Task Force to look at outside or additional sources of funding; <br />future determinations; and potential change of direction for the <br />facility. <br /> <br />Mayor Klausing noted that, without advantage of a staff report <br />and implications of such an action, he would request comment <br />from the City Manager or staff for their perspective in not <br />replacing this position. <br /> <br />City Manager Beets responded that a Skating Superintendent had <br />been at the OVAL since 1968, and the position was <br />recommended to ensure a safe and clean operation at the facility, <br />as well as to answer and resolve public complaints, to ensure <br />part-time employees are supervised and fulfilling their <br />responsibilities; to provide full value for rental rates and finances <br />at the facility; operation and coordination of the banquet facility; <br />and other day-to-day responsibilities. City Manager Beets <br />recommended that, particularly at this time with the ongoing <br />problems at the facility, the position be retained for the <br />supervisory value added to the operation, as well as overseeing <br />the potential repairs to the facility. <br /> <br />Parks and Recreation Director Lonnie Brokke provided a staff <br />analysis of the position, and asked in his capacity of Director that <br />the Council not consider elimination of the position at this time. <br />Mr. Brokke reviewed the responsibilities of the current two full- <br />time supervisors who managed the massive facility and the <br />unique skills required to manage this highly-utilized facility, <br />expressing concern that the public and the City could be put at <br />risk. Mr. Brokke reiterated and further detailed City Manager <br />Beets' observations and comments related to staff supervision; <br />safety of the public at events; mechanical and chemical <br />equipment monitored and managed properly; cleanliness <br />concerns without day-to-day supervision of part-time employees; <br />increased work load due to mechanical challenges; and expertise <br />required to manage this type of facility. Mr. Brokke strongly <br />urged the City Council not to take action to eliminate of freeze <br />hiring of this position at this time. <br />
