<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 20 <br /> <br />related to expected service levels. <br /> <br />Mayor Klausing spoke against the motion, noting that this <br />discussion didn't come up during the budget process, even <br />though elimination of other positions (i.e., custodial and <br />maintenance staff) was not supported by City Council consensus. <br />Mayor Klausing again voiced his concern regarding no prior <br />public hearing of such an action; no previous discussion; and no <br />staff report provided for Council consideration of this proposed <br />motion. <br /> <br />Councilmember Ihlan spoke against the motion, noting that the <br />position would be filled on a probationary level; and was a <br />supervisory position with no alternatives available for filing from <br />within. <br /> <br />Councilmember Schroeder noted that given the number of <br />unknowns, it didn't seem prudent to hire a permanent position, <br />later to have to eliminate the position; that it wasn't fair to the <br />employee and they're expectations of the job. <br /> <br />Councilmember Kough opined that a temporary appointment to <br />manage the workload seemed to make sense; and spoke in <br />support of the motion. <br /> <br />Roll Call <br />Ayes: Kough and Schroeder. <br />Nays: Maschka, Ihlan and Klausing. <br /> <br />17. <br /> <br />Freeze on All Hiring Until Arbitration Negotiations are <br />Concluded <br />Kough moved, Schroeder seconded, directing staff to place a <br />freeze on all hiring in the City until the arbitration negotiations <br />are concluded. <br /> <br />Mayor Klausing requested comment from City Manager Beets. <br /> <br />City Manager Beets responded that the City currently was in the <br />process of interviewing for three vacancies: one Skating Center <br />Superintendent's position; and two Police Officer positions. City <br />Manager Beets was unable to determine the timeline for the <br />arbitration process, but anticipated it would be several months. <br /> <br />Hiring Freeze Until <br />Arbitration <br />Negotiations are <br />Concluded <br />
