<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 24 <br /> <br />agenda items without public discussion or prior written material <br />available prior to the meeting. <br /> <br />Councilmember Maschka concurred with Mayor Klausing's <br />comments, while also speaking in support of the motion, opining <br />that the time frame for this issue dictated the proposed motion. <br /> <br />Councilmember Ihlan concurred; opining that the upcoming <br />meeting and ongoing discussions allayed her concerns some as <br />they related to the method of the proposed action item. <br /> <br />Councilmember Kough announced a meeting of himself, <br />representatives of the James Addition neighborhood; and Lt. <br />Governor Molnau on Wednesday, February 2, 2005 at I :00 p.m. <br />in downtown St. Paul at the Transportation Building on John <br />Ireland Boulevard. Councilmember Kough noted that the <br />meeting had been posted, to allow for the possibility of a Council <br />quorum in attendance. <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br /> <br />19. <br /> <br />The City Manager's Failure to Follow Council Requests and <br />Bypassing of Council Direction <br />Councilmember Kough amended this agenda item, requested by <br />him via e-mail, to read "Please also include an agenda item <br />regarding the City Manager's failure to follow Council(men'sJ <br />requests and bypassing of Council direction." Councilmember <br />Kough read a written complaint, apparently from him personally <br />(no copy available), expressing his anger at City Manager Beets <br />for not responding to his request at the January 24, 2005 Study <br />Session following public comment of a Roseville resident. <br />Councilmember Kough asked City Manager Beets to attend a <br />meeting with the resident, along with Police Chief Sletner, in an <br />attempt to resolve the citizen's concerns. Councilmember <br />Kough reviewed his written recollection of the events related to <br />his concerns and interpretation of Mr. Beets' response to that <br />request.
