51 Member Miller moved, and Member Westerberg seconded approval of the Consent Agenda items as <br />52 amended. <br />53 <br />54 Ayes: 4 Nays: 0 Motion carried. <br />55 <br />56 Public Comment <br />57 Chair Eckman provided a brief explanation of the protocol and procedure for this portion of the meeting <br />58 agenda, allowing the GLWMO Board to hear general public comments. Chair Eckman requested that, in <br />59 consideration of other business to be conducted this evening, speakers state their name and address for the <br />60 record, and that they respectfully limit their comments to no more than three (3) minutes. Chair Eckman <br />61 advised that the purpose of this time was for the Board to listen to its constituents; and noted that, if and <br />62 when applicable, the Board would address those comments following closure of the Public Comment <br />63 period. <br />64 <br />65 Len Ferrington, 366 N Owasso Blvd., Shoreview, MN <br />66 Mr. Ferrington advised that he had already submitted his written comments via e -mail to the GLWMO <br />67 Board; and thanked Mr. Petersen for providing him with copies of the documents, at his request, of the <br />68 review by the Board of Water and Soil Resources (BWSR) and the Metropolitan Council related to <br />69 GLWMO Board's recent submission of the DRAFT Third Generation Water Management Plan. Mr. <br />70 Ferrington also thanked Member Westerberg for sending him information regarding Hypo- limnic aeration <br />71 and its effects on lake water quality. <br />72 <br />73 Mr. Ferrington advised that he would be leaving the meeting for a prior commitment following his <br />74 comments; however, he asked that he reserve the right to speak again at the designated time in the agenda <br />75 to specifically address his comments on the Third Generation Water Management Plan. <br />76 <br />77 "FROM: LEONARD FERRINGTON JR <br />78 SUBJECT: E -mail review by BWSR & Met Council dated 9/21/11 <br />79 <br />80 Dear Ms. Eckman; <br />81 I would like to request 2 minutes tomorrow to read the statement below at the beginning of the <br />82 public comment period of the GLWMO Board meeting on 22 September 2011. As requested in a <br />83 previous meeting, I am providing a written copy. <br />84 <br />85 From: Len Ferrington <br />86 <br />87 To: Board of the GLWMO <br />88 <br />89 Dear Commissioners: <br />90 <br />91 I appreciate this opportunity to address the Board during the public comment period today. I <br />92 have had a chance to read and study the comments provided on the draft Third Generation WMO <br />93 plan by the Metropolitan Council and the Board of Water and Soil Resources. Although <br />94 extensive, I believe the comments are clear, concise, and will be very useful in preparing a <br />95 revised draft. I am really encouraged with the progress being made by the GLWMO and your <br />96 consultants from Emmons and Olivier Resources, Inc. in planning for the next decade, and <br />97 appreciate the guidance the state agencies are providing. I think the GLWMO is now poised to <br />98 become the WMO that provides the type of leadership, vision and coordination that will serve as <br />99 the model for other WMO's to achieve into the future. <br />100 <br />
