does it clearly specify what is changing to make the new plan more successful. <br />Page 91 -99: we suggest simplifying and condensing these pages to only the WMO's current <br />classification and standards to reduce confusion. Historic and support information could be <br />included in and referenced to either an appendix or the GLWMO website for context. <br />Page 99 -102: explain how the WMO is going to implement the wetland standards including the <br />requirement for wetland replacement within the watershed, how the WMO board will approve <br />alternate locations for replacement, and how the proposed buffers will be implemented. <br />Additionally, considering the 2001 plan required inventory and classification of wetlands by the <br />member cities into categories similar to those proposed (2001 GLWMO Plan, pages 5 -16 — 5 -18), <br />we question both why the WMO is proposing a change to the established categories as well as <br />why this plan does not apparently utilize the data and information that was to be collected as <br />part of the previous plan. See also comments on Activity 4.1a below. <br />6.0 Issues Identification <br />The chapter is labeled Issue Identification; however, it also contains the goals and planned activities of <br />the GLWMO to address the issues. Issues were developed only through review of the 2001 plan, <br />discussions with the WMO board and individual board members, and input received at three <br />stakeholder meetings. Of concern with this chapter is that a number of goals do not have clearly <br />associated activities, many of the goals and activities are too ambiguous to be able to clearly measure <br />potential future accomplishments, and many of the activities are redundant or repetitive. We suggest <br />significant revisions to this section. In consideration of the WMO's desire to be more active in water <br />management, we suggest reevaluating the goals and activities to focus on doing fewer items well. <br />• Activity 1.1a: clarify how the water quality goals identified in this activity will be different from <br />the water quality standards already identified in Chapter 5. Additionally, separate the remaining <br />text in this activity into multiple actions with a clear source of funding for each step. <br />• Goal 1.2: provide the criteria the WMO will use to determine when or how the coexistence of <br />water quality and recreation is feasible. <br />• Activity 1.2a: clarify and prioritize for which water resources these management plans will be <br />developed and in which order. Additionally, remove the goal statement from the activity and <br />possibly incorporate it into goal 1.2. <br />• Activity 1.2b: identify and prioritize which sensitive lakes the WMO will be focusing on. <br />• Goal 13: identify which lakes are lacking level management and clarify the WMO's intent in <br />managing lake levels. <br />• Activities 1.4c and 1.4d: provide more detail on the actions the WMO will take to 'work with' <br />and for 'keeping up to date on' other efforts in regards to aquatic invasive species (AIS). A <br />number of other lake- specific implementation activities in this chapter reference back to 1.4c <br />and 1.4d as the means to limit the spread of AIS; however, 1.4c and 1.4d are vague. <br />Additionally, we do not see the level of funding for this activity to be sufficient for <br />implementation of practices or projects to actually address the issue. <br />• Activity 1.4e: identify how the strategies identified will be promoted, i.e. through education or <br />implementation of BMPs. <br />• Goal 1.6: this goal is unclear in what it is intending to accomplish and redundant with the <br />identified purpose of the WMO as well as with a number of activities. <br />• Goal 1.7: provide more information about what activities the WMO will undertake to manage <br />landlocked basins, prioritize the impacts the WMO is managing, and describe the means for <br />implementing the considerations determined through this goal. <br />Page 2 of 6 <br />
