304 <br />305 Updates: <br />306 GLWMO Joint Powers Agreement (JPA) <br />307 While Chair Eckman noted that the member cities Public Works staff was not in attendance at the <br />308 meeting as of yet, she advised that the last heard was that Member Miller's updated DRAFT revised JPA <br />309 originally creating the GLWMO had been submitted to respective Public Works Directors. <br />310 <br />311 However, Chair Eckman advised that, upon submission by Roseville Public Works Director Duane <br />312 Schwartz for review, the Roseville City Attorney had advised that he was not prepared to recommend <br />313 City Council approval at this time. Chair Eckman advised that the apparent issue concerned cities no <br />314 longer being able to dis approve the GLWMO Budget. Chair Beckman advised that the Roseville City <br />315 Attorney, from the City of Roseville's perspective had a concern with that change. <br />316 Chair Beckman advised that the City of Shoreview's Public Works Director Mark Maloney had advised <br />317 that he had not yet submitted the revised DRAFT JPA to the Shoreview City Attorney. <br />318 <br />319 Chair Eckman further summarized the BWSR letter and their comments to the Draft plan, that without <br />320 member City approval of an updated JPA, they will not accept the Third Generation Plan for <br />321 resubmission and approval. Since this was a condition of their acceptance of the Plan, Chair Eckman <br />322 noted that further action at this time was currently out of the Board's control. Recognizing that, based on <br />323 Mr. Schwartz comments, Roseville City Attorney is inclined to recommend against the JPA as currently <br />324 drafted. Chair Eckman opined that this did not mean that the City Council would not accept an updated <br />325 JPA. <br />326 <br />327 By -laws <br />328 Based on the pending nature of the previous item, Chair Eckman advised that the creation of GLWMO <br />329 operational By -laws had been tabled for the time being until the JPA had been approved by both member <br />330 cities. <br />331 <br />332 Lake Association Liaison Reports <br />333 <br />334 Lake Owasso <br />335 Member Miller advised that he had met with two representatives from the Lake Owasso <br />336 Homeowners Association about moving forward with the Third Generation Plan removing any <br />337 contention regarding the "No Wake" proposal of the Plan. <br />338 <br />339 Mr. Miller advised that he had contacted Mr. Bester of the Association regarding the Public <br />340 Hearing date change. <br />341 <br />342 Lake Wabasso <br />343 Member Von De Linde advised that she had advised her contacts on Lake Wabasso of the <br />344 rescheduled Public Hearing date. <br />345 <br />346 At the request of Member Miller, Member Von De Linde advised that the aquatic vegetation <br />347 studies had been completed (one in June and one in July of this year) for Lake Wabasso, with a <br />348 report on those results pending. <br />349 <br />350 Snail Lake <br />351 Member Westerberg advised that he had alerted his contact on Snail Lake of the rescheduled <br />352 Public Hearing date; however, noted that he had no other communication with Mr. Satt. <br />353 <br />7 <br />
