392 Member Westerberg opined that a WMO had to rely on BWSR and the DNR to level the playing field to <br />393 ensure all residents were being treated equally in these areas. <br />394 <br />395 Ayes: 3 Nays: 1 (Miller) Motion carried. <br />396 <br />397 At the request of Task Force Member Solomonson, Member Miller assured Board members that, while <br />398 the consensus didn't change anything for him personally, he would continue to work as a GLWMO Board <br />399 member for the betterment of the GLWMO based on that consensus decision; and that his report would <br />400 represent both sides of the findings and ultimate recommendation. <br />401 <br />402 Motion 11 -11S -5 <br />403 Member Westerberg moved, and Member Barrett seconded to assigning GLWMO Board Member Miller <br />404 the task of preparing a report for Member City Councils. <br />405 <br />406 Ayes: 4 Nays: 0 Motion carried. <br />407 <br />408 Discussion ensued on the process in individual board members reviewing the report prior to presentation <br />409 to member cities; with Mr. Miller advising that he would prepare the draft report and submit it to Mr. <br />410 Petersen for dissemination and feedback from individual Board members before finalizing it for delivery <br />411 for City Council packets and subsequent presentation to member City Councils. <br />412 <br />413 Task Force Member Solomonson expressed his surprise with the Board's discussion on education, when <br />414 it received equal individual scoring, yet the number of hidden ideas not quantified in the spreadsheet, such <br />415 as how to make the GLWMO body more effective, such as through televising GLWMO meetings on <br />416 cable to create an awareness to residents that the GLWMO Board even exists. Mr. Solomonson opined <br />417 that such specifics in the report would serve to give an Improved GLWMO Board credibility as it <br />418 addressed weaknesses and sought ways to success. Mr. Solomonson suggested that Mr. Miller's <br />419 Executive Summary include such topics, and perhaps include an outline of those topics for individual <br />420 Board member review. <br />421 <br />422 Member Miller reiterated that he would send his preliminary report to Mr. Petersen to disseminate to <br />423 individual Board members for their review. <br />424 <br />425 Adjourn <br />426 Motion 11 -11S -6 <br />427 Member Westerberg moved, and Member Barrett seconded adjournment of the meeting at approximately <br />428 6:30 p.m. <br />429 <br />430 Ayes: 4 Nays: 0 Motion carried. <br />431 <br />9 <br />
