560 Chair Eckman advised that she had requested both FOR representatives and Ms. Lewis from BWSR to
561 attend the December 15, 2011 GLWMO regular Board meeting to address options following formal
562 Roseville City Council action on November 28, 2011.
563
564 Member Miller opined that he foresaw no penalties for the GLWMO Board in delaying Plan resubmission
565 in accordance with the recommended timeline in the FOR e -mail.
566
567 Chair Eckman noted that she and Member Westerberg would no longer be on the GLWMO Board after
568 December 31, 2011, so the GLWMO Board would be smaller due to advertising being held up by the City
569 of Shoreview for new applicants until decisions are made on the future of the GLWMO.
570
571 Further discussion ensued regarding the scheduling for final Plan approval by the GLWMO; potential
572 impacts on Clean Water Legacy grant funds in 2012; the fact that most of the Plan revisions are already
573 made by EOR, with little work remaining prior to submission of the final draft and how the dissolution
574 process would be dictated and how would it be initiated should that be the final decision of the respective
575 City Councils and subject to provision of the existing JPA and State Statutes.
576
577 Motion 11- 1111-10
578 Member Miller moved, and Member Barrett seconded directing EOR, if needed, to submit a final DRAFT
579 Plan to the GLWMO Board for its approval before the January 13, 2012 regular Board meeting; with no
580 additional work to be pursued by FOR until the GLWMO's governance /finance issues had been
581 determined.
582
583 Ayes: 5 Nays: 0 Motion carried.
584
585 Adjournment
586 Motion 11- 1111-11
587 Member Von De Linde moved, and Member Westerberg seconded adjournment of the meeting at
588 approximately 6:15 p.m.
589
590 Ayes: 5 Nays: 0 Motion carried.
591
12
