City Council Study Session - 05/16/05 Minutes - Page 12 Councilmember Schroeder suggested another source for staff to contact regarding planting materials (i.e., Ramsey/Washington County Corrections Department). Discussion included allocation of funding from the City's Stormwater Utility Fund; and agreement of homeowners for future maintenance of a 20' buffer. County Road B/Cleveland Landscape Planting Ms. Bloom noted that residents had approached the Minnesota Department of Transportation (MnDOT) to install various plant materials (i.e., lilacs, shrubs and vines) along a fence line between the freeway off-ramp and private properties. Ms. Bloom noted that this would include Buckthorn eradication, and was to be an Eagle Scout project, with planting to begin in early June of this year. Ms. Bloom noted that the City's participation would include tilling the area; providing hauling of planting materials and compost, with labor for installation and annual maintenance to be provided by the neighborhood and Boy Scouts with MnDOT providing the plant materials. Discussion included future construction plans at that intersection, with no disruption anticipated when signal work is begun and additional turn lane installed. Bayview Drive Ms. Bloom noted that this is a partnership between the City and property owners in a private drive along Lake McCarrons, involving five homes and attempts to stabilize a private driveway and redirect drainage through regrading of the private drive and directing storm water toward South McCarrons Boulevard and into an existing sedimentation trap to eliminate direct discharge into the lake. Discussion included proposed cost for the City's portion and concrete gutter (estimated at $12,000); location of wetland; source of funding from the City's Storm Water Fund; and NPDES credits.
